choose a location and immediatley begin building their city with no restrictions.
In Sandbox mode there are no rules, but in order to have a successful city,
you will still need to pay attention to the needs of your people.
Single
This is a mode of the game in which you will be challenged with many unique
problems that are happening throughout cities in Oceans around the world.
Depending upon the character you select, these problems may be solved in
several different ways. In this mode of gameplay it will be important

the city. If you complete each
set of missions, you will be able to go to a bonus level for extra fun!

Tips...
- Use the grid button to see terrain details.
- All buildings must be built on level
ground. You can use Sub Stations
to connect buildings across rugged terrain with different elevations.
- From time to time it may be a good idea to go "treasure hunting" you
never know what you may find...
- Borrow money from the bank with caution
- A quick fix now can lead to heavy debt later!
- Turning some buildings off may help to reset your city resources, such as
people, air, food and power.
Good Luck!
